"I have heard better plans for an Academy prank" - Cap. Horah-Morash on a draft plan, unfettered by the etiquette of rank

Cmdr. Rojan Tor requests one of his previous Captains, Jellico or Cassandra White, to represent him in the trial. He has the charging ceremony is carried out with full pageantry including covering the colours and removing Dr Mariella Torellan’s civillian security unit insignia. During this Torellan refuses to confirm her name as "Dara Zentrell alias Mariella Torellan". Lyranna Quayne asks to speak with Mariella and offers to stand bail for her, but is refused.

Nakeyah, observing the ceremony, requests that the Romulans can leave the yard, claiming that they have been very poorly treated. Tor replies that the shipyard is still under quarantine for forensic reasons and suggests they get their government to make a formal request to the Federation.

Tor asks Horah-Morash for compassionate leave in order return Sivalyar’s body to Delta. Horah-Morash grants it, but logs that he has almost no senior officers left. Tor also writes formally to Admiral Paris stating no confidence in Horah Morash. He complains that he does not seem suited to making command decisions in time critical situations.

Lyranna speaks with Mariella in the brig and asks how she is being treated and if there is anything she needs. Mariella says that she is fine and just wants the affair over with one way or another, although she is surprised it took them this long to arrest her after finding out that she was half-Romulan.

The Romulan Star Empire officially asks Horah Morash to let their people go. He refuses and the request is passed up the chain.

Admiral Paris asks Tor for specific incidences of Horah Morash’s indecision. Tor mentions the Captain's failure to plan a mission to rescue Lyranna from Weyoun, and claims he does not appear to have any confidence in his own command abilities.

A while later, JAG investigating magistrate Cmdr Jilt signals the command staff to state that, given the political importance of New Lhasa, the accused, and endorsement of the accused by Horah Morash, she is relieving Horah Morash and Lyranna of command. She arranges a holographic interface to allow her to take command while still en route to New Lhasa.

Loras Veltr’a speaks with Horah Morash, as it seems unusual to him to have a Commander relieve a Captain of duty. Loras is too busy with the investigation to look into the matter further and asks the Captain to. They agree to keep each other informed. Horah-Morash mentions that he met Nakeyah when he was attached to the Federation Embassy on Romulus and she was a senatorial aide, and plans to use his contacts on Romulus to find out about Dara Zentrell.

Veltr’a asks Sila to run scans and look at the transported traces around the area of the conference Sivalyar had been attending. Sila suggests asking the civilian security to assist.

Veltr’a looks in the files on Tor, Nakeyah and Tarab looking for any connections. He requests more information from Starfleet intelligence.

On the Shipyard Dr Torellan is still in the brig and Lyranna wants to return to New Lhasa so she can continue running the Orion Coffee Shop. Loras arrives on the shipyard and meets Lyranna. He promises to try and arrange for her to leave. Lyranna explains that she believes Mariella innocent and sensed no obfuscation.

Veltr’a speaks with the acting commander of the Tekindus yards, Vulcan Lt T'Amar, about allowing Lyranna to leave. T'Amar says that Lyranna is too close to the suspect and should therefore remain.

Veltr’a questions Mariella about her background but she claims not to remember very much. She believes her mother dead and couldn’t care less about her Romulan father.

Lyranna receives a report on the hypospray used to kill Sivalyar. All the chambers had been filled with the same poison. Veltr’a asks Mariella where she got the hypospray and she says it was part of the sickbay equipment. He checks the sickbay record, which shows Petersen planting the hypospray. The computer informs him that Petersen is on the Klingon vessel Sahir, which is out of communication range.

Veltr’a speaks with K’ral on the Koloth and asks for help. Although K’ral is disgusted by the use of poison he says the Sahir is on a "brave and dangerous mission in Dominion space" and will be traveling under cloak, therefore incommunicado. Veltr’a asks K'ral to catch up with the Sahir, but K'ral - under advice from Thelor - cites his commitments to New Lhasa, the difficulty of finding a cloaked ship, and refuses. Veltr'a berides him for being a politician.

Loras and Horah-Morash touch base: Horah Morash has discovered that the approval of either an outranking JAG officer or a ranking line officer to relieve him. Also none of his contacts have heard of Dara Zentrall.

Veltr’a tries to surprise Kath’lar with an ancient Earth "Katana" sword, but she disarms him. He offers the sword as a gift and asks her to help him verify the sickbay record. They recall the suspicions that Petersen was involved with the anti-Psi terrorists (Deltans are psychic). Neither of them can find evidence of tampering.

Veltr'a informs Jilt, and asks for JAG help in intercepting the Sahir.
Starfleet Intelligence also have no information on Dara Zentrall. He passes this on to Horah Morash and mentions that there is increasing pressure to allow the Romulans to leave the shipyard. Horah Morash questions why they want to leave - an innocent Romulan would be patiently waiting and watching in arrogant amusement.

Kath’lar asks if the Romulans are supposed to leave the USS Indomitable. This is verified with Captain Elwira who says that if the lock-down continues they could be replaced.

Horah-Morash discovers that the pressure to release Nakeyah and Tarab is coming from the powerful Barel family on Romulus.

Veltr’a suggests a plan to force lock-down by reprogramming the yard EMH to fake a medical quarantine. Horah-Morash points out that T'Amar would have to approve it, and is not enthusiastic. Loras convinces T'Amar to approve a modified plan.

Lyranna wonders to Veltr'a whether the rescue mission to retrieve his mother is just a cover story for his escape, and whether suspicions about his involvement in the attack on Ashok were correct.

Starfleet intelligence inform Veltr’a that Tor may have been involved in the death of the eldest son of a senior Barel family scion during a classified rescue mission on the USS Ypres. This means that the Romulans had a motive. Veltr’a asks for information on Petersen but they only cite his queries regarding means of resisting telepathy.

Lyranna continues speculating, suggesting that Petersen may have just grabbed a chance to kill a telepath.

As she walks back to the brig she senses another telepathic presence - the Romulan Tarab. Lt. Veltr'a and Cmdr. Quayne question Tarab about his connection to Barel. He denies any, but Lyranna can sense that he is lying. When Veltr'a confronts Tarab with the lies, Tarab insists that he is telling the truth. Veltr’a believes him while Lyranna recognizes an attempt at mind control. She grabs Veltr’a’s phaser and stuns him.

The Romulans are arrested, and Tarab is administered a psi-suppressant drug.

After hearing of Cmdr. Quayne's activity, Cmdr. Jilt contacts Lyranna and informs her that she is drafting in a new medical officer and ordering a psychological evaluation to examine her need for indefinite compassionate leave.

Over the next few days, scans show that the poison that killed Sivalyar was replicated in the Romulans quarters. But without enough evidence to prove beyond reasonable doubt, and with Admiral-level political pressure on their behalf, the Romulans are released. Scans of Tarab show a hybrid of Enterobactus Psionsis and something Romulan, suggesting a secret Romulan research project.

Horah Morash visits Lyranna to tell her who Jilt has assigned as their new medical officer. It is her former Imzadi, Kal Orioli.
